Decree that restructures the social economy called ?Maatwerkdecreet? or Tailored Support Decree: decree that aims to reform the existing social (insertion) economy in Flanders.

General short description of the innovation
A new policy, formalized into a new Decree, aimed at restructuring the existing social (insertion) economy in Flanders. Goal is to realize a better match between the different employment measures and organizations in the existing social (insertion) economy, taken into account the federal and European legislation, since the previous Decree wasn?t in line with these legislations. Within this new Decree, a new definition of social economy is given, a new target group is defined (cf. target group of the new decree is more broad compared to the existing social insertion economy) and existing organizations in the social insertion economy are going to be reformed into new types of organizations. Another goal is to allow every organization that under scribes the principles of the Decree to employ so called ?target group workers? (vulnerable groups on the labour market), and to link the financial support not only to the organizations, but also to the target group workers, aimed at offering ?tailored support?.

The restructuring will start as from June 2014. A period of transition of two years is going to be taken into account. In 2016, all existing organizations in the social (insertion) economy in Flanders are supposed to have undergone a transformation into the new organizations as described in the new Decree ? also the new target group workers will be screened. This decree replaces the existing legislation concerning the social (insertion) economy in Flanders, so it?s an ongoing policy/innovation.

- Number of intended beneficiaries: the current employees who are active in the social insertion economy, the new population that is being targeted with this Decree, the existing organizations that are willing to reform and new organizations that under scribe the principles being stated in the Decree. At the end of 2012, more than 12 000 persons were employed in the social insertion economy.

General description of (intended) objectives and strategies
Objectives are: / ? simplification of the current field / ? a better match between the existing employment measures / ? a broadening of the target group workers / ? including all organizations that are willing to participate and giving them the chance to receive subsidies, for target group workers as well as organizational support / ? a way to offer individual and ?tailored? support, according to the needs and features of the target group workers. Financial support will be appointed to the individual were it used to be appointed to organisations. (?rugzakje?) Extra organizational financial support is possible for organizations who meet different conditions (cf. a certain amount of employees with a labour disability,?). / ? a social economy that guides target group workers towards a job in the NEC / ? a social economy policy that is in line with not only the Flemish legislation, but also the Federal and European law /

Intended target group
?Target group workers?: persons who experience a large distance from the labor market, and need extra guidance in getting a job in the ?regular? labor market or the Normal Economic Circuit (NEC). The target group of the new Decree consists of: / - Vulnerable persons: people who are unemployed for at least two years / - People suffering from a labor disability / - People suffering from a psychosocial issues: people who aren?t participating on the labor market because of serious problems which are caused by psychosocial factors, disabilities concerning executing activities and personal and external factors. This is a new target group, that is not part of the social economy today. With this elaboration of the target group, all people who experience a large distance from the labour market, caused by any kind of problem, is targeted by the new Decree. / It?s important to highlight that educational level is no longer a precondition for target group workers. Thus, in theory, also high-skilled unemployed are eligible for an employment in the new social economy. On the other hand, persons who are unemployed for less than two years, who are now being targeted by Work Integration Enterprises (Invoegbedrijven), aren?t part of the intended target group. /
