General short description of the innovation
The aim of the programme is to subsidize the active employment for 5 years maximum of 2,500 aged unemployed who are unable to become eligible retirees because they miss the minimum requirements in contributions. whose lack does not exceed 1.500 working days less than contribution stamps being close to retirement and have not completed the requirements for retirement from the main insurance because of having less stamps (until 1,500) or until five (5) years to complete the age for retirement and the latter their insurance carrier is the Social Insurance Institute.
