General short description of the innovation
Establishment of obligatory unemployment insurance for self-employed. Each self-employed is obliged to pay unemployment insurance contributions based on his annual income. From 2011 till 2013 they were paying 10.00 euros per month. A minimum number of unemployed self- employed receives flat-rate and conditional unemployment benefit for 5 months maximum. /

A large proportion of self-employed loose their source of income because of the crises and they become unemployed with no right to any social assistance. The unemployment insurance of self-employed and micro-employers provides residual social assistance to a limited number of impoverished ex-self-employed
