General short description of the innovation
After granted residence permit, an establishment plan shall be formulated mapping out the competences and preferences of the individual. The next 24 months should contain: SFI, social orientation and other social and/or labour market preparatory measures. The individual is guided by an establishment-counselor/lots which he/she may choose individually. Additional establishment benefot may be granted if the applicant has childre living at home, there is also the possibility of applying for housing benefits.

The purpose is to make it easier and to speed up the establishment of newly arrived immigrants in working- and social Life. The conditioned benefits are tied to participation in the activities stipulated in the establishment plan is an incentive to follow through on these and thus facilitate your own establishment in working- and social life.

Intended and unintended outcomes
13% of all immigrants enrolled at the public PES were taking part in the establishment reform in 2010. However, these are not just newly arrived immigrants, also these numbers don?t pick up on those not enrolled at the PES
